Frequently Asked Questions
Get quick answers to common questions about the Return-to-Duty process.
How does a positive drug test impact me?
A verified positive DOT drug test results in a prohibited status in the FMCSA Drug and Alcohol Clearinghouse. While your status is prohibited, you cannot perform DOT safety-sensitive functions, including operating a commercial motor vehicle.
To move forward, you must complete the federally required Return-to-Duty process. Consortium App helps you navigate and coordinate the compliance steps needed to move through that process.
What are my next steps after a positive drug test?
Your next step is to begin the Return-to-Duty process and work with a DOT-qualified Substance Abuse Professional (SAP).
Your SAP will evaluate you and determine what education and/or treatment you must complete. Once your SAP determines that you have successfully complied with their recommendations and are eligible for Return-to-Duty testing, Consortium App will coordinate your required RTD test.
If your RTD test is negative, Consortium App will report the negative RTD result to the FMCSA Clearinghouse as permitted through your C/TPA designation, completing the reporting step needed for your status to change from prohibited to not prohibited.
What is the Return-to-Duty process?
The Return-to-Duty process is the federally required process that must be completed after a DOT drug or alcohol program violation before a driver can return to safety-sensitive duties.
The process includes working with a DOT-qualified SAP, completing the SAP’s education and/or treatment recommendations, being determined eligible for Return-to-Duty testing, completing the required RTD test, and having the negative RTD result reported to the FMCSA Clearinghouse.
Consortium App helps coordinate the compliance side of this process so you know what comes next and don’t have to navigate each step on your own.
Why do I need a Substance Abuse Professional (SAP)?
A DOT-qualified SAP has a specific role in the Return-to-Duty process. Your SAP evaluates you, determines what education and/or treatment you must complete, conducts your follow-up evaluation, and determines when you have successfully complied with their recommendations and are eligible for Return-to-Duty testing.
Once the SAP determines that you are eligible for RTD testing, Consortium App helps move you into the next phase by coordinating the required test.
Who plays a role in the Return-to-Duty process?
You, your DOT-qualified SAP, Consortium App as your designated C/TPA when applicable, and your current or future employer each have different responsibilities.
Your SAP manages the evaluation and determines when you have successfully complied with their recommendations and are eligible for RTD testing.
For drivers using Consortium App as their designated C/TPA for this portion of the process, Consortium App coordinates the required RTD test and reports the negative RTD result to the FMCSA Clearinghouse.
What does Consortium App do during my Return-to-Duty process?
Consortium App helps coordinate the compliance side of your Return-to-Duty journey.
We help you understand the process, keep track of important compliance requirements, coordinate your Return-to-Duty test once your SAP determines you are eligible, maintain applicable compliance information, and report your negative RTD test result to the FMCSA Clearinghouse when Consortium App is your properly designated C/TPA.
This reporting is an important step because the negative RTD test result is what changes your Clearinghouse status from prohibited to not prohibited.
