Student Drivers FAQs
Find answers to common questions for student drivers using Consortium App for compliance support.
Do I need to be enrolled in Consortium App as a CDL student?
If you are enrolled in an independent CDL training program and have obtained your commercial learner's permit (CLP), you are subject to applicable FMCSA drug and alcohol testing requirements. Independent student drivers must designate a C/TPA to help manage these requirements. Consortium App can serve as your designated C/TPA and help guide you through the required compliance steps.
Do I need to register with the FMCSA Clearinghouse?
Yes. If you are attending an independent CDL training program and are subject to FMCSA drug and alcohol testing requirements, you will need to register in the FMCSA Clearinghouse as a Student Driver and designate a C/TPA. Consortium App will guide you through the steps needed to complete your Clearinghouse setup and designation.
What is the enrollment process?
Enrollment is completed online through Consortium App. You'll create your account, provide your CDL/CLP and training information, upload required documents, complete your FMCSA compliance setup, sign the required forms, and complete any required testing. Your dashboard will guide you through each step.
Do I need to complete a drug test as a CDL student?
Yes. Once you obtain your commercial learner's permit (CLP), students in an independent CDL training program who are subject to FMCSA drug and alcohol testing requirements must complete the applicable testing requirements. This includes a pre-employment drug test, and you may also be subject to random drug testing. Your school and/or your designated C/TPA, such as Consortium App, will coordinate the required testing and provide instructions on where and when to complete your test.
Do I need a DOT medical certification?
If you will operate a commercial motor vehicle and are subject to FMCSA physical qualification requirements, you must meet the applicable DOT medical requirements. A DOT medical examination must be completed by a medical examiner listed on the FMCSA National Registry.
What happens if I receive a positive drug test or other DOT drug or alcohol violation?
A DOT drug or alcohol violation will prohibit you from performing safety-sensitive functions, including operating a commercial motor vehicle, until the applicable Return-to-Duty requirements are completed. You must complete the SAP/Return-to-Duty process before returning to safety-sensitive duties. Consortium App offers a separate Return-to-Duty compliance program to help guide you through that process.
How much does it cost to enroll?
The Standard Compliance Program is $19.99 per month for your first three months, then $39.99 per month. Your membership provides access to Consortium App's compliance program, tracking, support, and related services. Additional testing or third-party fees may apply when applicable.
